Extended Producer Responsibility (EPR) for Packaging Comes to Minnesota

Minnesota has become the fifth U.S. state to pass an Extended Producer Responsibility (EPR) bill, with Governor Walz signing it into law on May 21. The Packaging Waste & Cost Reduction Act, part of the broader 2024 Environment and Natural Resources Budget and Policy bill, holds packaging producers accountable for the waste they generate and encourages greater use of recycled materials. The bill establishes a producer responsibility organization (PRO) that will manage recycling costs and improve access to recycling and composting services, with producers covering most of these expenses. It also mandates packaging redesigns to be reusable, recyclable, or compostable by 2032. The legislation aims to reduce waste, strengthen recycling infrastructure, and ensure that producers contribute to managing the environmental impact of packaging.
